THREE RIVERS CAMPUS POLICIES REGARDING ALCOHOLIC BEVERAGES
- Consumption and handling of alcoholic beverages is a serious consideration when planning an event. The policies of the Three Rivers Campus, which includes the Toyota Arena, the Toyota Center, and the Three Rivers Convention Center, are designed to provide maximum safety for event patrons and the general public while maintaining the integrity of the unique alcoholic beverage licenses that are in place on campus granted by the state of Washington. Event Clients are needed to be fully aware of these policies for events at which alcoholic beverages are to be available to their guests. Likewise, Event Clients must designate a sober, decision making person that can be consulted by Campus Management throughout the event for concerns regarding these policies. The licenses on the Three Rivers Campus to serve alcoholic beverages are not typical and as such, require higher levels of attention, control, and restriction than licenses for stand-alone bars and restaurants. Consumption of alcoholic beverages on the premises of the Three Rivers Campus is a privilege, not a right. Abuse of the privilege can result in the discontinuation of all service of alcoholic beverage for an event.
- Individuals may not bring any alcoholic beverage onto the premises of the campus at any time.
- Unauthorized alcoholic beverages brought into a building on the campus will be confiscated and poured out.
- As is required by state law, guests will not be allowed to become intoxicated on the campus premises. Guests that approach a state of intoxication will not be able to consume or possess any more alcoholic beverages at the event. Guests that find a way to become intoxicated will be required to leave with a sober driver or will be referred to the Kennewick Police Department for appropriate arrangements.
- Guests found to be violating the law or any alcoholic beverage policy on campus will be advised of such violation immediately by campus staff. Failure on behalf of the guest(s) to immediately comply with instructions from staff regarding alcoholic beverages can result in ejection from the facility. Persons to be ejected that are suspected of being intoxicated will be referred to the Kennewick Police Department for appropriate arrangements.
- At any time, Campus Management reserves the right to suspend or completely discontinue the sale or service of alcoholic beverages at any event. This will most often occur when it is determined by Campus Management that a significant number of attendees should no longer be provided with alcoholic beverages. This will also occur when the event client or decision making persons of an event organization willfully violate these policies.
- At any time, Campus Management and staff can and will check identification to assure a guest seeking service or in possession of any alcoholic beverage is legally able to do so. No one under the age of 21 will be allowed to possess or consume alcoholic beverages on the campus. Guests without identification when asked will not be allowed to consume or possess alcoholic beverages on campus.
- I.D.’s ALLOWED – all allowable forms of I.D. must not be expired, must picture the individual it represents and must be readable in English. These would include:
- A drivers license issued by any U.S. state or Canadian province
- An identification card issued by any U.S. state or Canadian province
- A Washington State temporary drivers license accompanied by an otherwise valid, punched drivers license
- Government issued Passport
- Valid, Military I.D.
- In all circumstances, guests asked for a secondary I.D. must be able to produce one; secondary I.D. can include:
- Credit card
- Student I.D.
- Employer I.D. badge
- Social Security card
- Bona fide business card
- Guests in possession of or observed consuming alcoholic beverages that are under the age of 21 will be referred to the Kennewick Police Department in all circumstances for appropriate citation or arrest.
- The prevalent local custom of bringing wine to an event may be observed by Event Clients renting or leasing the facility(ies) that pay a corkage fee per bottle of wine brought in. The amount of wine to be brought in is to be identified and documented in advance and delivered to Three Rivers Campus staff at least four hours in advance of the function for which it is to be served. Special rules apply on this portion of the policy for events that are held predominantly for wine or beer tastings where these beverages are supplied by producers or distributors of these products.
- At no time may any alcoholic beverages be sold on campus by any person or organization except by the Three Rivers Campus Management.
- Wine or beer that remains sealed in baskets or gift boxes for auctions, awards, or gift exchanges can be allowed without charge. However, removal of the wine from the sealed basket or box will require its immediate removal from the building by the event client or campus staff. This allowance will not be extended to any other form of alcoholic beverage.
- Opened alcoholic beverages, including wine, may not be removed from the premises. Washington State licensed wine producers and distributors and Washington State recognized enological, vinicultural, and viticultural organizations may make specific arrangements regarding the handling of their corked products when planning their event with campus sales staff.
- It is appropriate that wine by the bottle may be placed on dining tables where a meal is to be served and the significant majority of the attendees is over the age of 21. In most cases, sales or providing of wine by the bottle will be discontinued after an event meal has been served, at which time wine will only be offered by the individual serving. At any time, wine by the bottle shall not exceed four bottles per table of eight or more guests of majority age. If it is determined that a guest at table is approaching intoxication, all wine may be removed from the table(s) at the discretion of Campus Management.
- All alcoholic beverage to be consumed on the premises is to be served only by M.A.S.T. certified individuals. These individuals must have their certification document available at any time it is requested. This portion of the policy is especially important and applicable when tastings of alcoholic beverages are to be conducted as part of an event on campus.
- Wine and beer tasting events can be held at the facilities whereby the Event Client will only allow majority age guests to attend. Campus Management reserves the right to define what constitutes a wine and / or beer tasting event. For all tasting events, Event Clients must identify (a) person(s) to be a primary point of contact for Campus Management to help assure agreements and policies are being adhered to by all people involved in the event. This person would be required to avoid consuming alcohol in excess during the event. This person must have the authority to make decisions on behalf of the Event Client organization.
- At no time will Campus Management waive the authority to enforce our alcohol policy.
- Keg beer is available for purchase by an Event Client to have served to guests at an event. There is a limit of one keg per 100 guests expected for the event.
- Beer for sampling may be provided to guests at no charge by non-profit, fund-raising Event Clients renting or leasing the faclity(ies) that pay a corkage fee per container of beer brought in. The amount of beer to be brought in is to be identified and documented in advance and delivered to Three Rivers Campus staff at least four hours in advance of the function for which it is to be served. Beer for sampling will only be allowed if it is product donated to the non-profit, fund-raising Event Client by a producer or distributor of the product to be sampled and it is delivered by the producer or distributor.
- Under all circumstances, spirits are not allowed to brought onto the campus except by the campus food and beverage department and then only when said beverages are purchased from state authorized suppliers. Spirits beverages can only be dispensed in individual servings and only by employees of the Three Rivers Campus Management.
- Undocumented and last minute arrangements for bringing in or having sampling of any alcoholic beverages will not be allowed under this policy.
- Notwithstanding the above, no more than two alcoholic beverages may be provided to a guest at anytime. For some events, this limit may be one, where there is a Campus Management belief that a significant amount of minors may endeavor to obtain alcoholic beverages. For some events, alcoholic beverages may be prohibited where the nature of the event, as determined by campus management, would be inappropriate for the sale or service of alcoholic beverages.
- Food must be readily available to guests at events where alcohol is to be served. The campus will not provide bar-only services for an event. If necessary, as determined by campus management, an event client may be required to arrange for concession food offerings if no substantial food is being purchased for attending guests at the event.
- Events of 100 guests or larger desiring alcoholic beverage service will be required to have security designated by Campus Management engaged for those portions of the event when guests are determined to be most likely to be consuming alcohol.
- Wristbands for guests of legal age that wish to consume alcoholic beverages at the Toyota Center must be issued by Three Rivers Campus staff and properly worn by guests that consume or possess alcoholic beverages at Toyota Arena or Toyota Center ticketed events. This portion of the policy is part of the requirements for the liquor license in place for these facilities. Management can remove a patron’s wristband, at its discretion, for any reason. When this occurs, the patron’s hand is then marked to prevent re-issue of another wristband. The patron may refuse this mark by agreeing to exit the event. This policy may also be applied to other events on the campus as determined by Campus Management.
